In June 1862, Duncan Munro applied for the publican's license.[1]. The license hearing was referred to the Learmonth Licensing Court. At the July Licensing Court hearing in Learmonth, the license was refused:

Duncan Munro, Caledonian Hotel, Dowling Forest. Senior Constable McHugh opposed the granting of a certificate, on the ground of the dirty state of the premises when inspected by him. After due inquiry, the Bench refused the license. The applicant asked leave to keep open the house till a new application could be made stating that his premises were now clean. The Bench declined to interfere, and said the house must be closed; but a new application could be filed and heard in three weeks' time.[2]
