Charles Minster (or Minstir) was a publican in the Ballarat district, <1858-1861>

In June 1858, Minster applied for the license of the new Smeaton Hotel near Kingston:
Charles Minstir, Smeaton Hotel, Birch's Creek. Not finished. Postponed for one month.[1]
In June 1861 he was granted the license for the Three Castles Hotel at Smeaton:
Charles Minster, Three Castles Hotel, Smeaton. Cautioned as to cleanliness. Granted.[2]
