R. J. Mills was the owner, and at one time licensee (1903)[1], of the Durham Ox Hotel, at Allendale. He moved to Hawthorn to run another hotel and leased the Allendale building. He surrendered the license and sold the building in December 1914.

In 1917, the newspapers reported he had enlisted:

Among the recent enlistments in the metropolitan recruiting area is Mr R. J. Mills, formerly a wood contractor and licensee of the delicensed Durham Ox hotel at Allendale, who was born in Creswick. For some years past Mr Mills has been licensee of a large hotel in Hawthorn, and in leaving for the front the business will be under the control of his wife and family. As Mr Mills has been in camp for some time undergoing military training, it is expected by his friends that he will be embarking at an early date.[2]
